PT Sarana Multigriya Finansial (Persero) is a state-owned enterprise (SOE) established in 2005 under the Ministry of Finance. Known as a Special Mission Vehicle (SMV) and fiscal tool for the government in minimizing the fiscal burden in the housing sector, SMF provide liquidity with medium- to long-term funds through securitization and refinancing activities, supporting accessible and affordable housing possible.

SMF’s business activities includes:
  • Securitization: issuing securities by converting illiquid mortgage assets into liquid assets in the capital market,
  • Re-financing distribution: with housing finance as the underlying asset,
  • Bonds, sukuk, and social bonds issuance

Indonesia Green Affordable Housing Program(IGAHP)
PT Sarana Multigriya Finansial (Persero) (SMF) is committed to assisting the Ministry of Public Works and Housing in the implementation of the Indonesia Green Affordable Housing Program (IGAHP), initiated in 2022. This program aims to improve access to green housing for low-income households in Indonesia with eco-friendly materials, energy-efficient designs, and resilience to climate change and disasters, along with suitable financing options for these households.

As a pilot project of IGAHP, Build Change, with support from the World Bank, has awarded a grant of USD 50,000 to PT Sarana Multigriya Finansial (Persero) (SMF) in partnership with BPR Nusamba Cepiring Kendal and BPRS Patriot Bekasi to distribute the grant as subsidy for Home Development / Improvement Loan (KPPR) and Green Resilient Housing Microfinance schemes.

Housing Finance Ecosystem
As the Secretariat for the Housing Finance Ecosystem, SMF assists in encouraging the development of housing finance policy by offering suggestions and enabling their implementation. The Housing Financing Ecosystem was established to identify policy needs for the housing industry, harmonize current programs, prevent overlaps, and close gaps.
The year 2022 marked a key partnership in the Housing Finance Ecosystem, bringing together the Directorate General of Public Works and Housing Infrastructure Financing – Ministry of Public Works and Housing and the Directorate General of State Assets – Ministry of Finance, along with PT Bank Tabungan Negara Tbk. (Bank BTN), BP TAPERA, PT Sarana Multigriya Finansial (Persero) (SMF), and Perum Perumnas. This partnership aims to support the provision of adequate and affordable housing for low-income households, thereby enhancing the overall quality of life for the broader Indonesian public.

SMF Research Institute serves as a hub for the development and dissemination of knowledge in Indonesia’s housing finance sector. With a focus on innovative research, capacity building, and strategic collaboration, SMF Research Institute is committed to providing data-driven solutions and policy recommendations that foster sustainable growth in the housing sector. Its programs include In-depth Research and Publication, Comprehensive Training and Mentorship Programs for industry players in the housing finance sector, particularly for housing finance lenders, as well as the PDP1 Property Education & Certification Programs.

Improvement of Housing Quality in Slum Areas Program
As part of its Corporate Social Responsibility program, the company has been involved in efforts to address the housing backlog since 2018 through the Improvement of Housing Quality in Slum Areas Program across all Indonesia’s regions, including areas in Java, Sumatra, Kalimantan, Sulawesi, and Nusa Tenggara.
